Nice hotel outside of Beirut with good sea views and friendly, helpful staff

We hired the entire hotel for a week for a wedding party and so pretty much had free reign of the hotel and its facilities.
Depending on the time of day and racing credentials of the local taxi driver fleet, it's a 20 minute (4am with Kimmi Raikkonen) or 1 hour plus (evening rush hour with Captain Slow) transfer from the airport.
If its your first time in Lebanon, hold on for dear life and enjoy the ride, but this transfer time seems pretty normal, as is the demolition derby driving style that somehow avoids major incident.
Anyway, back to the hotel.
The staff are lovely and attentive at all hours of the day and certainly went the extra mile for our party.
Breakfast was fine, but we cannot comment on dinner as we never dined there.
The rooms are fairly well appointed with very nice shower enclosures in particular and very essential air conditioning.

How do such hotels even get stars?!!

The room was almost as if it had been cleared out. We had to ask for bath towels then for bath towels and a kettle etc. and pay a tip every time.
The reservation included breakfast. The breakfast was not an open buffet but four olives, an old sliced half-tomato and half a cucumber and an egg. Naturally we were not full and ordered an additional egg and a tea. For that we had to pay $22.50.
One can hardly speak of service.
I really do not know where the inspection for such hotels is? How do such hotels get their stars?!
