The water was leaking from the roof, they told us that this is due to a leaking in the shower of the room above. So, they knew about it.
We decided not to be to customers so we just accepted to be moved to an other room which was bigger.

1.how does this hotel be rated as 4*? Everything is so rundown and dusty
2. Zero towels in my Presidential Room. I had to ask for them.
3. No Kleenex in room
4. The towels delivered to my room all smelled like cigarette smoke
5. Pebbles in the shower room flower has some missing pebbles
6. Floor is so worn out
7. No bellboy to help with luggage
8.I was told at check-in that buffet breakfast would be served until 11am. When I got there at 10:40am but was refused service.

Good location, good breakfast. Staff pleasant. Room small and had no view. Needed airing, but had most amenities, except no tea or coffee. Fair value for money.

Ok but is definitely no more than a 3 star hotel.

The room is clean (smelled like bleach when I entered). The A/C is basically non existent. If you stand beneath the vent you feel a faint cool breeze. Upon arriving to the room the patio door was completely open with A/C on. Within minutes sweat was running down my face. Thankful that I will only be here for one day. 3 outlets in room (exclusive of bathroom) and one has the hotel’s table lamp plugged into it. I have a small table fan and I have it blowing in my face and will need it if there is any chance of me sleeping. Ceuta is a place for a day trip. For a good stay, I advise staying either in Morocco on the mainland of Spain.
Connected to the WiFi and it was too slow to be function so choosing to using cellular.

Central 4* hotel with spacious rooms, but no own parking.

A recently renovated central option, with spacious and properly equipped rooms. It is rated one of the 4* in the city, but they will need to do more to maintain that category. They offer slippers for their guests and coffee capsules, the more they apologize for being short of stock. However, we are invited to return, despite not having its own parking or offering support with the public in the area.
